The official WhatsApp Business (Cloud) API is built for scale, and it charges for it: you apply through Meta or a solution provider, verify your business, register a number that can no longer be used in the normal WhatsApp app, submit every marketing template for approval, and pay Meta for the messaging itself on top of your software subscription.
